On the WoW x5 server the grind is shorter thanks to x5 rates, but the list is the same. This guide is by slot and spec.

The Bloodvine Set (Tailoring) gives +3% spell hit and a lot of spell damage — key to the hit cap. Dire Maul Tribute Run is the main source of caster pre-raid BiS.

FAQ
How much spell hit does a mage need pre-raid?
At least 6% (cap vs same-level); raid bosses are +3 levels with a 16% cap — you can't fully reach it pre-raid, so stack as much as possible.
Frost or Fire when starting raids?
Frost is safer in MC (no immunities, better survivability); Fire scales higher later in BWL/AQ. On x5 many level Frost for farming.
Where to get Staff of Jordan?
Dire Maul (Tribute Run) — one of the best pre-raid caster staves.
