Elemental Mastery is the signature talent. The Resto splash grants crit and mana savings through the Tidal talents.
Rotation and play
The core is spamming Lightning Bolt, with Chain Lightning on multiple targets or on cooldown for damage. Pre-cast Lightning Shield, keep relevant totems down (Grace of Air, Mana Spring, Windfury). Your burst is Elemental Mastery + Lightning Bolt.

Stats and gear
Ele priority: spell power → spell hit (to the cap) → crit → intellect. Hit is critical: a missed Lightning Bolt loses the whole cast.
