Step 1: enable windowed (fullscreen)
Game Menu → System → Graphics → window mode. Choose "Windowed (Fullscreen)". The image fills the screen but the game behaves like a window: clicking the second monitor won't minimize WoW.
Step 2: set the primary monitor
Windows: right-click the desktop → Display settings → pick the monitor → "Make this my main display". WoW launches on the primary monitor by default. WoW graphics settings also let you pick a monitor.
