A slow weapon with a 'chance on hit' proc is not always better than a fast one: if the proc uses the PPM system, its trigger rate is normalized by speed and the difference is smaller than the raw chance suggests.
What a proc is
A proc is an effect that is not guaranteed but fires with a chance on a trigger. The trigger is usually a melee or ranged hit, less often taking damage, healing or casting. Classic examples: a shaman's Windfury, a 'chance on hit' weapon effect, mana returned by staves.
Important: a proc is only checked on a successful action. If a hit misses or is dodged, an 'on hit' effect does not fire — the attack must land first.
Two ways to compute proc chance
In Vanilla proc chance is computed in two different ways, and this is the key subtlety:

PPM (procs per minute) is a way to give an effect a stable rate regardless of weapon speed. The per-hit proc chance is derived by a formula: the slower the weapon (fewer hits), the higher the chance per hit, and vice versa. Over a minute the effect triggers about the set number of times.
Thanks to PPM, legendary effects (like lightning procs on top-tier swords) cannot be exploited by the fastest dagger. This makes weapon choice fairer: you look at DPS and stats, not just 'proc rate'.
Internal cooldown (ICD)
Some procs have an internal cooldown (ICD) — a minimum interval during which the effect cannot fire again even if the condition is met. For example, an effect with a few-second ICD will not proc on every consecutive hit no matter how fast you swing.
ICD limits 'burst' procs and makes effects more predictable. When comparing two items with procs, weigh not only the chance but the presence of an internal cooldown: an ICD-free effect on a fast weapon can total more than a stronger one gated by an ICD.
