In patch 1.12.1 the limit is 16 debuffs. On bosses where a crowd of players stacks DoTs and curses, every slot counts — do not waste them on useless effects.
How many debuffs fit on a target
In early Vanilla a target held only 8 debuffs. By the final patch 1.12.1 the limit was raised to 16. This slot count is hard: when all sixteen are taken, the seventeenth effect does not apply at all — it does not replace the oldest one.
Important: the limit is counted per target and includes debuffs from every player at once. Solo, filling sixteen slots is nearly impossible, but in a forty-player raid it is easy.
Why it is critical in a raid
Picture a boss struck by several warlocks, shadow priests and druids. Each stacks their own damage over time: Corruption, Agony, Shadow Word: Pain, Curse. Add support debuffs:
- Curse of the Elements — lowers magic resistance, critical for mages and warlocks.
- A warrior's Sunder Armor — up to five stacks, shredding the boss's armor.
- Bloodthirst, Faerie Fire, Hunter's Mark, Stealth strikes — all take slots.
If slots run short, some of these effects simply will not land — and the whole group's damage drops. That is why experienced raids agree in advance who applies which debuffs and cut the junk.
Priority: what to keep, what to drop
The general rule is to keep the effects with the biggest group-wide payoff:

Weak, 'random' debuffs (weapon procs, extra slows) are best deliberately withheld on priority bosses so they do not knock an important effect out of the sixteen slots.
