Gul'dan and the birth of the Council
Its founder was Gul'dan — the first orc warlock and apprentice of the demon Kil'jaeden. Rejected by the elemental spirits for his lust for power, he turned to the dark magic of the Legion and gathered like-minded schemers around him, forming the Shadow Council.
Enslavement of the orcs
The Council worked in secret and without mercy:
- turned the clans away from shamanism toward warlockry;
- spread demon-worship in the guise of power;
- arranged the drinking of Mannoroth's blood, laying the blood curse upon the orcs.

Hidden power and downfall
Formally the Horde was ruled by a warchief, but the true decisions were made by the Shadow Council. Yet Gul'dan's scheming led to ruin: his greed (his search for the Tomb of Sargeras, for one) cost the Horde victory in the Second War and in the end destroyed him.
The Council's legacy outlived Gul'dan: the tradition of orc warlockry and demon cults still smolder across Azeroth.
Legacy in Vanilla
Though the Shadow Council itself was broken, its shadow lies over the Vanilla era. Remnant demon cults, renegade warlocks and followers of the fel appear in quests and dungeons. Even the Horde freed by Thrall carries the mark of the ancient curse, and the sorcerous might of the Burning Legion remains an eternal temptation.
