Why 16%
Base spell miss grows with the level gap: 4% versus an even-level target, +1% per level after, but versus +3 (a level-63 boss) it jumps to 17%. Vanilla also has a hard 1% floor: spell miss cannot drop below 1% with any amount of hit. Hence the effective cap:
17% base miss − 16% hit = 1% (floor). So you need +16% spell hit.

Talents ease the load
Many casters don't gather all 16% from gear — talents cover part:
- Suppression (warlock) — up to +10% hit, but only for curses (Curse of Elements, Curse of Agony, etc.), not Shadow Bolt.
- Elemental Precision (Frost/Fire mage, Elemental shaman) — usually +3% hit for that school's spells.
- Shadow Bolt / direct damage is often not covered by talents — you gear the rest.
Binary spells
