It was Kil'jaeden behind the orcs' fall: through visions he drew in the shaman Ner'zhul, then the warlock Gul'dan, plying clan after clan with Mannoroth's blood and turning them into a fel Horde.
Making the Lich King
Enraged by Gul'dan's failure, Kil'jaeden punished the spirit of Ner'zhul: he froze him into an icy throne and reshaped him into the first Lich King, whose Scourge was to prepare Azeroth for invasion.

In the Vanilla era Kil'jaeden's designs bear fruit: the Scourge infests the Plaguelands, and Naxxramas hovers over them like a reaper. The Deceiver never appears in person, yet his shadow lies on every risen corpse.
