Shoulder enchants in Vanilla 1.12.1 cannot be ordered from an enchanter: the profession simply has no such formulas. Shoulders are improved only with reputation rewards and raid loot, so on the WoW x5 realm it pays to know which source is open to you right now and which one to work towards next.

Why shoulders cannot be enchanted the usual way

In 1.12.1 an enchanter works on weapons, shields, chest, cloak, bracers, gloves and boots. Head, legs and shoulders are covered by special items that apply like enchants: arcanums and class enchants for head and legs (see the arcanums hub), and for shoulders the three sources below. Like any enchant, shoulder enchants do not stack: a shoulder piece holds only one.

Zandalar Signets — Zul'Gurub

At Exalted with the Zandalar Tribe, Rin'wosho the Trader on Yojamba Isle trades 15 Zandalar Honor Tokens for one signet: Zandalar Signet of Might (+30 attack power), Zandalar Signet of Mojo (spell damage and healing up to +18) or Zandalar Signet of Serenity (healing up to +33). Argent Dawn mantles — the Plaguelands

At Revered with the Argent Dawn you hand in 10 Argent Dawn Valor Tokens once (the quest "Mantles of the Dawn" from a quartermaster). After that the quartermasters — Miranda Breechlock at Light's Hope Chapel and Lightspark at Chillwind Camp — sell mantles for 10 gold each: +5 fire, frost, arcane, nature or shadow resistance. At Exalted, 25 more tokens unlock the Chromatic Mantle of the Dawn with +5 to all resistances for 40 gold.

Scourge enchants — Sapphiron in Naxxramas

The best shoulder enchants of the era drop from Sapphiron, the frost wyrm of Naxxramas. They are epic items that bind when picked up:

Power of the Scourge — spell damage and healing up to +15 and +1% spell critical strike;
Resilience of the Scourge — healing up to +31 and 5 mana per 5 sec;
Fortitude of the Scourge — +16 Stamina and +100 armor;
Might of the Scourge — +26 attack power and +1% critical strike.

How to get shoulder enchants: step by step

Right after level 60 start collecting Argent Dawn Valor Tokens and Argent Dawn reputation — resistance mantles help in raids with fire, frost or nature damage.
Run Zul'Gurub every raid reset: coins, bijous and quests push your Zandalar reputation to Exalted.
Trade 15 Honor Tokens for the signet that suits your role.
After your Naxxramas attunement and a Sapphiron kill, replace the signet with a Scourge enchant if it is better for your role.

What to pick before Naxxramas

Warriors, rogues, hunters, melee paladins and shamans — Zandalar Signet of Might.
Mages, warlocks, and damage-dealing priests and druids — Zandalar Signet of Mojo.
Healers — Zandalar Signet of Serenity: +33 healing is well above any other pre-Naxxramas source.
Tanks — also the Signet of Might unless you need resistances; keep a spare pair of shoulders with a Dawn mantle for elemental-heavy fights.

No. Vanilla Enchanting has no shoulder formulas. Shoulder enchants come only from Zandalar Tribe and Argent Dawn reputation rewards and from Sapphiron in Naxxramas.
